Residence permit and stay requirements

Students with EU citizenship
  • Students with EU citizenship planning to stay in Italy up to 90 days have no administrative obligations.
  • Students with EU citizenship planning to stay in Italy more than 90 days but less than 12 months must carry out a temporary registration ("residenza temporanea").
  • Students with EU citizenship planning to stay more than one year must carry out a permanent registration ("residenza") at the Registry Office ("Ufficio Anagrafe") of the Municipality.
Students with extra-EU citizenship
  • Students with extra-EU citizenship planning to stay in Italy up to 90 days are not required to apply for a residence permit. However, a declaration of presence is required (see the Declaration of presence section below).
  • Students with extra-EU citizenship planning to stay in Italy more than 90 days have to apply for a residence permit. Those entering Italy with a visa for study must apply for a residence permit for study reasons. Also those entering Italy with a valid residence permit of another EU country not covering the entire period of their mobility program must apply for an Italian residence permit.

 

You are exempted to apply for an Italian residence permit and visa under the following conditions:

  • you have a Schengen residence permit for study reasons and
  • you are participating in a mobility program and
  • the validity of your residence permit covers the entire period of the mobility and
  • you intend to stay in Italy for less than 360 days.

In this case, a declaration of presence is required.

Temporary and permanent registration

If you wish to register as a temporary resident at the Registry office ("Ufficio Anagrafe") of the Municipality of Torino, you must send a request to [email protected]. You have to fill out the form and attach the following documents:

  • ID/passport
  • health insurance (public or private), covering the entire period of your stay
  • declaration of means of support or university letter/certification stating your activity of study.

The registration automatically expires after one year.

Declaration of presence

If you enter Italy directly from a country outside the Schengen Area, the stamp placed on your passport during border control replaces the declaration of presence. You don’t have any further obligations.

 

If you are staying in a temporary accommodation (hotel, bed&breakfast, Airbnb etc.), the registration made during the check-in procedure and undersigned by you serves as the declaration of presence. You don’t have any further obligations.

 

If you do not meet the two conditions mentioned above, you have to submit a declaration of presence, by going to Questura (Police Station in Corso Verona 4, Turin), within 8 working days after your arrival in Italy, with the following documents:

  • passport and 1 copy (page with data and photo)
  • Schengen study residence permit and 1 copy
  • rental agreement or declaration of hospitality ("Dichiarazione di ospitalità").
    The Declaration of hospitality must be made by the owner of the apartment you are hosted in; they have to go to the competent local Police Station within 48 hours from your arrival. Please find relevant information on the Questura website
  • document attesting the exchange programme/joint master programme you are attending or invitation/acceptance letter.
Residence permit

If you wish to apply for a residence permit, you have to proceed within 8 working days after your arrival in Italy.

 

The University of Turin provides international students with support to apply for their residence permit.

 

In order to start the application procedure, once in Italy, book an appointment at the International Welcome Office.

 

As an alternative, you can apply autonomously by:

  • going to any post office with a "Sportello Amico" (support desk) and asking for the residence permit kit
  • booking an appointment at any Patronato (state-approved support office) which deals with residence permit requests.

After you have prepared your residence permit application, you must go to the post office to send it. You will get a receipt ("ricevuta") and a document with date, place and time of your appointment at the immigration office of the Questura (Italian Police Station) for fingerprinting and photographical identification.

 

After the appointment, you will be informed (via SMS) of the place, date and time to collect your residence permit.

 

You can check the status of your residence permit application in the Portale Immigrazione(section "Area Riservata Stranieri"), by entering username and password indicated in your receipt.

First residence permit application - Required documents
  • Universitaly summary, invitation letter or any document proving studies at University of Turin
  • Original passport and visa
  • 2 copies of the following passport pages:
    • page with data and photo
    • visa
    • entry stamp
  • 1 copy of the documentation certifying means of financial support (e.g. scholarship, bank statement, part-time work not exceeding 20 hours per week)
  • 1 copy of the health insurance covering the entire period of stay, valid in Italy and entitled to the applicant (emergency treatments, accidents, illness and pregnancy). Please find more information on Health and insurance web page.
Residence permit renewal – Required documents

Students requiring support for the renewal of their residence permit should contact the International Welcome Office 60 days before and within its expiry date.

 

  • Original passport and visa
  • 2 copies of the following passport pages:
    • page with data and photo
    • visa
    • entry stamp
  • Original expiring residence permit
  • 1 copy of the documentation certifying means of financial support (e.g. scholarship, bank statement, part-time work not exceeding 20 hours per week)
  • 1 copy of the health insurance covering the entire period of stay, valid in Italy and entitled to the applicant (emergency treatments, accidents, illness and pregnancy). Please find more information on Health and insurance web page
  • 1 copy of certificate showing enrolment and that you have completed successfully at least 1 exam for the first renewal and at least 2 exams for subsequent renewals (you can download a self-certification attesting enrolment and exams taken from your MyUniTo).
Travelling with the residence permit receipt

First residence permit application

If you wish to travel within the Schengen area with your residence permit receipt, you can do it with a valid Schengen visa for a maximum of 90 days.>

If you wish to travel back to your country of origin and re-enter Italy with your residence permit receipt, you can do it with a valid Schengen visa (MULT - Multiple entry type).

When your visa expires, you are not allowed to travel neither inside nor outside the Schengen area.

 

Residence permit renewal application

If you already have applied for a renewal of your residence permit and are waiting for its finalization, you can travel outside the Schengen area and re-enter Italy under the following conditions:

  • you must leave and re-enter through the same border crossing
  • your travel must not involve transit through any Schengen countries
  • you must exhibit a passport or another valid ID, the receipt and the expired residence permit.
Travelling with the Residence permit card

You can travel within the Schengen area with your valid residence permit card without a visa for a maximum period of 90 days.

If you wish to travel to countries outside the Schengen area, you need to verify the rules with the diplomatic authorities of your destination country.

Students holding a valid residence permit must not interrupt their stay in Italy for a period exceeding half of the validity period of the residence permit itself.
