In implementing the provisions of Legislative Decree 81/2008, the University of Turin has identified specific roles and functions within its organisation, as well as tools and measures relating to workplace health and safety, through the adoption of the Regulation for the Management of Workplace Health and Safety (Rectoral Decree no. 2899/2023). This Regulation updated and reorganised all measures previously adopted by the University.

To protect workers, the University has established a health and safety organisation, with roles assigned specific tasks and responsibilities in accordance with the law.

The Operational Health and Safety Structure consists of:

• Rector
• Rector's Delegate
• Managers (Dirigenti)
• RADRLs, Persons Responsible for Teaching or Laboratory Research Activities, and more specifically:
  • instructors of courses involving laboratory exercises, excluding those who teach exclusively in classrooms
    Laboratory: laboratories are considered the places or environments where teaching, research, or service activities are carried out involving the use of machinery, apparatus and work equipment, systems, prototypes or other technical means, or chemical, physical, or biological agents. Also considered laboratories are places or environments where activities are carried out outside the built-up area of the site, such as, for example, archaeological, geological, or maritime field campaigns. Laboratories are distinguished into teaching, research, and service laboratories, based on the activities performed; for each of them, considering the extent of the risk, specific prevention and protection measures are identified, both for their normal operation and in case of emergency, as well as health surveillance measures (D.M. 363/1998 art. 2, paragraph 3)
  • supervisors of experimental theses
  • coordinators of research groups or projects
  • individuals who independently and autonomously carry out laboratory research activities
• Safety Supervisors, identified by the Managers from among the personnel of their structures
• Workers.

Each of these roles has tasks and responsibilities based on their position:

• the Rector represents the University, provides general guidelines, and verifies that the lower levels fulfil their tasks.
• managers and RADRLs organise the activities of their structures in accordance with health and safety principles and issue operational instructions.
• safety Supervisors oversee work activities, ensuring that the instructions received from the Employer and the Managers are implemented, intervening to correct non-compliant behaviour and reporting risk situations to the responsible persons.
• Workers’ Safety Representatives (RLS).

The Workers’ Safety Representative, or RLS, is a role introduced by Legislative Decree 626/1994 and still provided for under the Italian Consolidated Law on Workplace Health and Safety, Legislative Decree 81/2008.

The Operational Health and Safety Structure is supported by specialised roles provided for by law:

Asbestos Manager

Qualified personnel supporting the Employer who are responsible for:

• monitoring and verifying the presence and condition of asbestos-containing materials within the University structures by constantly drafting and updating PCMs (Control and Maintenance Plans)
• promoting remediation in collaboration with the technical Directorates, providing support and consultancy
• periodically updating the Academic Community or users of specific structures before the start of remediation activities.
